Why Do Some Fully Developed Blocks Still Have Low Population?

I noticed some blocks have roads, electricity, and possession available, but still very few families are living there. What usually stops people from shifting to these developed areas?

Sometimes development exists but nearby commercial activity is missing, so families avoid moving.

Usually people wait for nearby commercial areas, schools, and markets before shifting. Basic development alone is not enough for families.
